  • Low-income Energy Assistance Program.

    The Colorado Low-income Energy Assistance Program (LEAP) is a federally funded program that helps eligible hard-working Colorado families, seniors and individuals pay a portion of their winter home heating costs.

    LEAP assistance is available to Colorado residents making 60% or less of the state median income. The amount of the energy assistance benefit varies depending on a variety of factors, including the primary heating fuel costs and income.

    A printable application and instructions for LEAP is available in English and Spanish. You can request to have a paper application mailed to you by calling 866.432.8435 (866.HEAT.HELP).

    You can also apply for LEAP on the Colorado PEAK website by clicking the link below. You will need to create a PEAK account if you do not already have one.

  • EFAA.

    EFAA can offer direct financial assistance to residents of Boulder for a number of expenses, including energy-based utility bills. Your request for assistance with utility bills can be expedited if you have received a shut-off notice.

  • Low Cost Internet from Xfinity.

    NOTICE: The Affordable Connectivity Program is being discontinued after April 2024. The Internet plans listed below are still being offered by Xfinity, however the up to $30 discount will no longer be provided. If other programs for internet discounts become available in the future we will add updates to this page.

    Xfinity Internet Essentials offers two internet service packages to qualifying households priced at or below the amount provided by the Affordable Connectivity Program (ACP) discount. In order to get your internet for free you will need to apply and be approved for the ACP discount. Approval for the ACP discount automatically qualifies you for the Internet Essentials plan.

    Internet essentials also offers access to low cost Dell or Chromebook computers for $149.99. ACP may cover up to $100 of the cost for one of these devices per household.

    Xfiinity Internet Essentials Plan Options:

    • 100Mbps Internet $29.95/mo

    • 50Mbps Internet $9.95/mo

    Internet equipment rental is included in both plans and no credit check or contract is required.

    ACP recipients get up to a $30 credit toward their internet bill which will reduce your bill to zero on either of these plans.

  • Affordable Connectivity Program.

    NOTICE: The Affordable Connectivity Program has been discontinued. The last benefits from this program will be paid on your April 2024 bill if you are a current participant. We will update this page if any new programs for discounts on internet service become available in the future.

    The ACP provides a discount of up to $30/month toward internet service for qualifying households and up to $75/month for households on qualifying Tribal lands. Eligible residents also can get a one-time discount of up to $100 to purchase a laptop or desk¬top computer, or tablet.
